From what is the calendar based?

Is the calendar something everyone has access to, or is the date something that most people end up estimating based on the weather/seasons?
What is the smallest measurable unit of time?
>Which of these is most commonly used?
What portable time keeping devices exist (if any)?
Is your setting large enough, and with fast enough travel, to have a concept of time zones?
>If so, how many time zones are recognized, and where are their boundaries drawn?
Which lunar events are marked on the calendar, if any?
Which celestial events are marked on the calendar, if any?
Which solar events are marked on the calendar, if any?
Are the concepts of noon and midnight used in your setting?
